Twelve miles of residential and resort living, working,and playing is about to open in Dubai. 14,000 laborers working around the clock will have the complex ready for tenants in the fall. Very impressive. On the land side though, the surrounding area looks abit like a burnt wasteland. Not unlike parts of the San Fernando Valley in Los Angeles.

That surrounding "landscape" you described as looking burnt is actually the ocean or sea. They're creating a sort of island, shaped like a palm tree, I think, and a surrounding ring on which then to build the residential and resort complexes. (There was a big story and spread in Vanity Fair about Dubai earlier this summer.)
